To VI HSE Committee, and PVC MACT Working Group,

Thank you to those members that have provided input for the attached updated letter to EPA on regulatory reform and thank you to JC Walker and Greg Clark at Keller and Heckman for the quick aggregation and turnaround on these drafts. There are still a couple of information gaps which are highlighted in the track change version. Please review the document to make sure we have covered your comments and provide any additional information to me, Greg Clark, and JC Walker by noon on Monday, May 15. The submission deadline is the end of the day on Monday and I would like to review any last minute edits with the HSE Committee during our 2:00 pm call. Feel free to contact me with any questions.

Rich

To VI HSE Committee, and PVC MACT Working Group,

Greg Clark of Keller and Heckman has prepared the attached draft of comments to submit with respect to EPA’s Office of Policy request for comments on regulatory improvement (FR notice attached). Greg has requested the members provide information to augment the comments, and his suggested information requests are highlighted in yellow in the draft letter. Please review the letter and provide your input on the requested information back to me by COB Thursday, May 11. We will need to aggregate the comments and provide a final draft for review by COB Friday or early Monday, May 15. The comments are due to EPA on Monday, May 15. We recently received additional issues to include, and those will be communicated in a follow up draft. Please feel free to contact me with any questions.

Regards,

Rich

Rich,

Draft comments on EPA’s regulatory reform initiative are attached for your consideration. As previously discussed, we used the two sets of VI comments submitted to the Department of Commerce as a starting point. We also incorporated the new items Mary provided yesterday. Please note that there are several highlighted questions in the document requesting input or supporting information from the members. Please let us know if you have any questions.

Regards,

Greg A. Clark

Greg,

Mary Bachynsky’s (thanks Mary!) notes are attached on additional impacts for including in VI’s comments to EPA with respect to regulatory reform. When you have your draft ready, please send it to me to circulate to the VI HSE committee for their review prior to the May 15 submission date. We discussed bolstering the March 31, 2017 letter to DOC. Thanks,

Rich

Rich: attached, please find my thoughts on the Subject, along with a recent EPA filing that I reference. Is the VI planning on submitted comments on the matter? Thank you,

Mary

To VI HSE Committee, VI Eco-Standards Council, and PVC MACT Working Group,

The email below announces EPA’s open forum call next Monday to listen to public comments on air regulation impacts. EPA is also accepting written comments on this topic as set forth in the attached Federal Register notice. Comments are due by May 15, 2017.

Our attached comments to the Department of Commerce are a good starting point and may not need significant edits. Please review the VI’s March 31 submissions and determine what other information may be beneficial to EPA. Your comments and questions are appreciated. Here is a link to Monday’s Washington Post article that discusses the range of comments submitted to the Department of Commerce on this subject.

Consistent with Executive Order 13777, the U.S. Environmental Protection Agency’s Office of Air and Radiation (OAR) is hosting a public teleconference on April 24, 2017, from 11:00am to 2:00pm EDT to solicit input on specific air and radiation actions that could be repealed, replaced, or modified to make them less burdensome.

On February 24, 2017, President Donald Trump issued Executive Order 13777 on Enforcing the Regulatory Agenda. The Executive Order (EO) establishes the “policy of the United States to alleviate unnecessary regulatory burdens placed on the American people.” Among other things, it requires each agency to create a Regulatory Reform Task Force to evaluate existing regulations and to identify regulations that should be repealed, replaced, or modified.

OAR is holding a public meeting via teleconference on April 24, 2017 so that we can listen and learn from those directly impacted by our regulations. The focus of this teleconference will be on air and radiation actions only. We invite you to provide input on these actions during the public teleconference or by submitting comments to the EPA-wide docket using docket number: EPA-HQ-OA-2017-0190. The docket, which is accessible through www.regulations.gov, will remain open through May 15, 2017. OAR will give equal consideration to input provided through either of these methods.
